This is a rural Texas county near Houston surrounding a black university and for years has done everything it can to not let them vote in the county. They feel the black students aren't really part of the county.

...of truly overt racism in the voting process -- not "we don't have enough machines" or "sorry your lines were so long," but "we don't want to let you vote because you're black."
Here's the thing: if the Prairie View students voted en masse, they could cause a sea change in Waller County politics. The County has a voting-age , population of 24,277, of whom 7,556, or 31%, are "native" African-American. Prairie View A&M has a student population of about 8,500, basically all of whom are black and of voting age. That raises the black pop to about 16,056 and the total pop to about 32,500. So the percentage African-American voting-age population goes up to about 50%.
Essentially, the bubbocracy gets voted out of power. They're trying to hang on at all costs, and they don't seem to care all that much about the negative publicity they engender. It's a cesspool. The state knows it, and the feds know it.

I have been working (as a representative of the political PAC, True Blue 10) to GOTV at Prairie View A&M. There are some very courageous people working to see that these citizens are allowed to excercise their right to vote.
As I hear more, I'll post more comments! Unfortunately, I had to have long-scheduled (and difficult to get scheduled) outpatient procedure today or I would have been marching right there with the students!
