Obama has served only in a Democratic-controlled (well, sort of) Senate. I would expect that the fact that Clinton's first four years were in a Republican-controlled Senate may account for her poorer record of getting bills out of committee.
In any event, neither Clinton nor Obama has a stellar record, if the measure is sponsorship of enacted bills.

Obama and Clinton both shared Dem-controlled 2007.
Obama's bills (Congo relief and Obama-Coburn) seem to have come from 2005-2006. Not sure about Lugar-Obama.
Obama's US senate isn't all that bad: 3 substantive bills we can account for. His IL senate record seems to be actually quite strong: from NYT's larger image
