how you use a conservative frame to position the idea of creating barriers to voting.
I want to add a simple word of caution that Americans in general respond very well to a frame of "rights" and because too many people already accept a voter suppressionist framing on Voter ID and other voting-related issues it makes sense to continue to use the "rights" frame.
I bet for targeted audiences, using the "obligation" frame would work pretty well, but overall "right" work across most general audiences in the US.
