Plausible deniability.
It is Richardson's style to drag his feet on things, then jump on the bandwagon late and claim credit. He was exactly the same way about the voting reform bill that required a paper trail, and improved things in this state.
There's any number of other local stuff he's been exactly the same way on. Getting Molycorp declared a Superfund site. Returning the "bottleneck" tract up above Blue Lake to Taos Pueblo. All sorts of stuff.
This is just Richardson being Richardson. Exactly what I would expect from him.
