    I just checked with Wikipedia. Apparently, a "Shadow Representative" is different from the DC "Delegate" in congress. Congress apperently does not recognize this Shadow Representative office even if he has been elected by DC voters.
    
    Also, the 2008 Democratic Convention Watch website does not list him as a superdelaget
