universal program for the simple reason that a state can't guarantee geographic universality. Pennsylvania, for example, can't guarantee that a trucker in an accident in California will be properly cared for. A 50 state solution for funding health care has to be centralized to take advantage of economies of scale, consolidation of programs (vehicular accident, workmen, veterans, etc).

If you live in Pennsylvania and are insured by a Pennsylvania insurance company you need only produce an insurance card to get attended to elsewhere. Single-payer would work exactly the same way. You would have a card issued by the State of Pennsylvania, and you would be fully covered when you traveled.
As far as economies of scale, yes bigger is better, but one State agency replacing dozens of bloated insurance company bureaucracies also represents economy of scale as well as the millions that would be saved by doing away with expensive marketing and advertising campaigns and outrageous upper management compensation packages.
No one is arguing against a national plan, but the fact remains that a national plan is unlikely to gain passage unless the states take the initiative. Get it passed on the state level and Congress will follow sooner rather than later.

The first hearing is Wednesday March 19th, but this is an ongoing effort, and the hearings will continue.
This is an uphill battle, no doubt about it. The likelihood is that the Eachus amendment (which passed the Pa. House today) will not make it through the Senate. I really believe we can pass the single payer bill if we can get the word out to the public. The media is part of the problem, but public awareness is increasing every day. We've gathered thousands of signatures on petitions. When people learn about the bill they support it.
