they seem to think that they lose nothing from the status quo.  They are betting everything on immunity and are fine with letting their old bill expire.

Until something else passes, Bush has to go through FISA and we won. But does anyone think that the Bush Administration is actually following the law?  

What are they up to exactly? Ignoring FISA again, assuming that they won't be brought to justice? Engineering a crisis that proves that they need permission to ignore FISA?
