Coming from the 42nd president of the US, Bill's comments were disgusting, really. He and his behavior and represensible comments hang around Hillary's neck like an albatross.

He's referring to all the stuff which "keeps intruding" [Republican passive voice] on discussion of important issues.
Which in this case includes effective speeches, unfair enlarging the voting pool, and suggesting to the people that they can have power and expectations.
