      His cash on hand at the end of February was about $5 million more than hers, but with $8 million less of debt, and about $2 million less in refunds.  

      According to Clinton's spokesman Jay Carson, Clinton currently has $8 million on hand.  If that is true, she is in a weaker position than she was at the end of February.
