While I am inclined to agree, how do you empower women in the third world? Women were empowered in europe and america because of our economic wealth. Our wealth also allowed for our culture to mature. If the US was a poor country all women would still be housewives. The culture of the third world needs to change in addition to acquiring economic wealth and I just don't see either happening.

    •  Two ideas: microloans and the Heifer approach (3+ / 0-)

The first necessity is a basic subsistence for everyone. Food and peace are prerequisites for change. You can't improve things for hungry people running from war.

The second necessity is education: a lot of nongovernmental entities are doing a lot with this. For example, Heifer organizes groups (often women only) and starts teaching them how to improve the soil, modern dairy techniques, how to care for certain
      animals.

The third necessity is a microloan- a little seed money can grow a nice plant if people have the knowledge and incentive to use it properly.
