If states adding up to 270 electoral votes agree to the plan, there is no way to win the presidency without winning the national popular vote.
If Texas or other states do not opt in to the plan, it makes no difference to the outcome of the election. There is no way for any sum of the remaining states to overcome the 270 vote block which would then be tied to national popular vote. (Think of it as a national winner-takes-all contest.)
