lawyer for one of the big telecoms. He said that he believed that the Bush administration would have had to give the telecoms blanket immunity from the get go to obtain their cooperation.
He said the telecoms don't maintain a battery of lawyers for nothing and that that would have been first and foremost on their minds before anything was done.
If that is the case, his theory was that this pursuit of immunity was for the Bush Administration rather than the telecoms.
