has not made it easy for the new people here to do their jobs.  We have a new ethics guy, a recovery czar and a great city council.  Nagin has made it almost impossible for any of them to access city hall or services that they need from city hall.  He gave the ethics guy very little to set up an office with (I think it was like $100,000).  That was to hire people, get computers,etc.  The city council voted to allot 3M to him and what they say is supposed to go but so far, no deal.  The guy is still using his own cell phone to do his work.  Oh, I could go on.
