  explaining the plans to GOP leadership.
  
  If he wasn't caucusing with the Democratic Party members, his value to the GOP would be nil, since he actually votes against them over 80% of the time, unless war, torture, immunity and spying is involved...and he seems quite gung ho for any abuse of power, probably more than some Republicans are.
