not really easy to do it much near where I live (New York City) although, in the summer, there is kayaking on the Hudson.
In one gym I belonged to once, there was a kayak machine.... but I've never seen it again.

Water suppy aquducts run from The Catskills and Whestchester County all the way to Midtown. Exciting and convenient.
Paddling upstream is a great upper body workout.
