She would replace the money with a windfalls profit tax. But effectively consumers would still pay this as the oil Co.'s would pass this along.
And we would all lose whatever the bureaucratic costs of her boondoggle were.

And IF the Oil Co's don't "recoup their losses" by raising prices And IF the refineries (who are apparently making plastic instead of gasoline for the higher profit) don't jump on this opportunity to raise ther prices And IF the distributor and truckers (whose costs have gone up with the cost of fuel) don't take a piece for themselves And IF the station owners keep their profits to 4 cents a gallon,
THEN the average consumer can get his 28 bucks. And it'll only cost us several thousand decent jobs and safe less obviously dangerous roads and bridges.
That's a big IF/You, as JS said the other day. Or, if you prefer, a dream cloaked in fantasy, wrapped up in a shiny pander.

She already earmarked the windfall profits tax for investment in clean renewable energy and green jobs. She can't spend it twice.
Moreover, what makes anyone think the price would come down 18.5 cents a gallon? When did Big Oil become state controlled? Those guys go with supply and demand and believe me - they'd leverage the opportunity to make more MARGIN on a gallon of gas. So the end result would be minimal to no relief for consumers, deprivation of the funds to the Federal government somewhere, potential jobs lost, further bolstering oil-producing nations, further endangering the environment.
What a stupid, idiotic idea.

Why not implement a windfall profits tax ANYWAY and use the money to reduce the deficit or fund alternative energy?
The deficit is the major reason for higher gasoline costs, as the sinking dollar is making imports of all kinds more expensive and the deficit is the reason the dollar is sinking.

She could propose liegislation that Congessional leadership alreday said would not stand a chance of being brought up.
So what are we left with? Pandering. Clinton knows windfall profits tx tied to a gas holiday stands no chance of being enacted so she is at best being disengenuous.
Glad to see her getting ripped for being Republican-lite. She deserves it.

You can't slam one part of legislation that you believe she would pass and then ignore another part of the legislation that you argue she wouldn't.
Hit McCain for all he's worth on this, though. But Clinton is a different argument - neither plan will actually translate to lower prices at the pump anywhere near where they claim. The commodities traders will simply buy enough gas on Memorial day, to drive the price up $.18 and then sell it back on the market on Labor day and take a nice $.18 profit plus whatever hurricane/war/demand premium they're factoring in this year.
Her plan is stupid because it doesn't actually lower the price of gas and it's on that point it should be attacked.
