I tried to email you about your plans for stranded wind in Iowa to apply to Colorado a little more than a month ago, but it didn't seem to take.  I was looking for information to see if it could be somehow replicated here in CO, and what it might take to do so.

Any suggestions?  (Not that I am any sort of rainmaker here, but maybe I could seed something...)
