I think this issue is more complicated than having concern for human beings line up on a liberal - conservative continuum.

I've known people who are conservative who are very nice to the people they know. One way of capturing this is that they like everyone they've met but never liked anyone they had not met.

I've also known radicals who treat the people they know badly so focused are they on the plight of others.

In both cases, there is a failure of human feeling for others.
