I think the way "likely voters" have been defined by some pollsters lately has been, in a word, shit.

should mean someone who has voted in the primary, or in the past congressional election, or the past presidential election, and declares they plan to vote.

newly registered voters, many of who have been signed up since their state's presidential primary. That is why the LV model is questionable.
