All electric plug in Smart Car or G-Wizz in production now or compressed air driven cars from Tata (new owners of Jaguar/Land Rover) will be available in India from next year (and licensable for local production elsewhere from its French inventor)
The first two have return commuting distance capacity for each charge, even longer if outlets are provided at the workplace. The Tata just requires more compressed air and the pumps used to inflate tires at garages could be a possibility but there is an internal compressor which plugs into the mains. External heating of the air going into the cylinders to extend range and increase power means it is not totally free of carbon fuels but the "mpg" rate increases 20% over the new Prius when used constantly but at a fraction of the cost to purchase. For in town use it can be used solely on compressed air power.
