    "blame the schools", more punishment than throwing money. You're right about other, non-school factors being important, namely the family. I have no link for this, but I remember plain as day a radio interview with a district superintendent in my town.
    He cited a study that showed that the most important factor in whether or not a student graduates HS was this : Does the family eat at least one meal a day together. It's not that the food is that important, it's what this says about the family life.
