While the district as a whole is red, there are many blue or swing spots in the district. Take Silver City, which is blue (our Senator Bingaman hails from there). Socorro is swing, but blue on a good year. Dona Ana County is blue. Hidalgo and Luna counties I think are red, but swing in a good year.

A strong Democratic Party infrastructure in those places, plus in some of the cities like Carlsbad and Roswell, where it's mostly red, but where there are plenty of blue people, is really important. A strong party, even when it's in the minority, leads to winning mayoral races, county commissioner spots, state representatives, county clerks, etc. which eventually leads to talented and gifted people who can run in the entire district.

It's also worthwhile to work hard for a candidate (if the candidate isn't a total dud) that doesn't have much of a chance, if only to learn, to build up your local party, and make the other guy spend some of his money.

This won't happen overnight. Got to take the long view. Remember that the GOP started their rise to power many decades ago.
