    Yes, you did mis-hear, or at least demonstrate poor reading comprehension skills.  The point made was that the UK's participation in the Iraq war was illegal under international law, therefore the Dear Leader wants Parliament to withdraw from the International Criminal Court, or pass a law legalizing pre-emptive war.  If he can't do either, the implication is, then he'll be indicted as a war criminal, which would put a crimp in his efforts to gain re-election.
