Had a dinner meeting and was away.

This won't directly answer your question but will give you a better feel for where Governor Warner is coming from on healthcare.

The Governor has been talking about four things we can do right away to improve health care in the U.S.

1)Use IT to improve care. We don’t have electronic medical records. We don’t have outcome based data from a hospital and healthcare systems.  This could save easily a bi percent of health care costs.

    1. I think it’s wrong that Americans pay for all the research and development for drug development all across the world.  We gotta get a handle on our drug prices.  We can’t subsidize the rest of the world coming out of our paychecks.
    1. We need to make it an obligation that everybody pay something on healthcare.  That means that the 28-year old who’s making $200,000 and says I’m never gonna get sick and opts not to have healthcare has an obligation there to at least contribute something. Those businesses who ARE paying for healthcare and the government will come eventually come together and put more pressure on those companies who are deciding not to provide healthcare to their employees and call on them to carry their weight.
    1. Separate healthcare and long term care as two different items.

Also you might be interested in this online video of the Governor speaking to Jackie Judd, Kaiser Family Foundation vice president, about proposals to alter the Medicaid program, the future of long-term care and other state and federal health and social issues. in April 2005.
