      that the exceptions to the rule occur in 98 & 02.  As if a new dynamic had come onto the scene.  Refinemnet of voter suppression techniques?  Electronic voting?  Some change in media coverage of elections?  Sheer chance?

        The points for those years are pretty close to the line, esp. if you look at the blue line, which excludes some early elections.  The Prez. was just quite popular before the election in each of those years.
