Be vary aware of the fact that you do not get 9-1-1 service with VoIP. The companies will dial emergency numbers for you, but last I checked none of them actually come in on the 9-1-1 switches (yes, they're separate from normal phone traffic). You may never know the difference, but the public safety answering points (PSAPs) treat 9-1-1 calls as higher-priority.

If you use VoIP to make a call to someone on a landline, you end up having your conversation routed through whatever phone company is providing that landline service. So you're getting spied on by the NSA anyway.

The way to avoid NSA spying is with VoIP on both ends of the call and using something like Phil Zimmermann's Zfone. Zimmermann created PGP (Pretty Good Privacy), and has recently developed Zfone as a PGP for VoIP traffic. Zfone works on top of VoIP providers to encrypt the conversations. It should be non-trivial to break the encryption, so the NSA shouldn't be able to include the conversation in their large-scale automated sweeps.

They do.  The FCC has mandated that VoIP providers must provide 911.  I know that 8x8 and Vonage both provide that service.  And the calls go directly to the PSAP selective router trunks.

You are correct in that if the far-end hop-off is with a carrier that has the NSA agreement, then you will still get recorded.  The answer to that is to encourage your family and friends that you call to switch from the offending carriers.

A pure VoIP solution is best, but that means that everybody you call has to have a high-speed connection and the proper software.  I know my grandmother would be unwilling to go through the hastle.
