    and I, in response, was simply noting that Adam Smith had already come up said coherent model... implying that there's nothing really new here; the analysis presented by the chair of the CATO Institute is based on a ~250 year old methodology.

      My apologies to students who took my U.S. Government class in the 90s: evidently the Constitution doesn't limit Presidential power after all. Who knew?
