    Bush talks about "enemies" a lot, and his enemies are many at this point in history- but from context, I think it is clear which enemy he is referencing in that quote.
    Here's the rest of it:

    ...And it's really important for those who wear our uniform, and the enemy, and the people of Iraq to know that the United States of America will complete the mission, and in so doing, will make our country more secure and will be laying the foundation for peace.

    The enemy is a third group, separate from "those who wear our uniform" and "the people of Iraq" (who are blowing up the wearers of our uniforms in ever-increasing numbers.)
    Who is this Enemy, if not part of the Iraqi people?

    "The enemy cannot defeat us on the battlefield," he says, which the Iraqi insurgency clearly appears to be doing.

    Bush's enemy is the people putting images on TV screens.

    In other words- the media. The few remaining unembedded journalists, the liberal rabble-rousers, anyone whose commitment to the ugly naked truth is higher than their commitment to the State.

    I find it interesting that he does not say "win the war" but "complete the mission." What might the mission be- does it include winning the war, or is it something different?

    Also, notice what he says at the end. Not that this will make our country more safe, but more secure. As in "National Security." As in "Maximum Security...?"
    It may be a small distinction, but I have very different associations with the idea of living in a "safe" country vs. a "secure" country.
