    This business model suppresses innovation. Net Neutrality preserves it.

    I beg to differ and, with all due respect, you have things completely backwards.

    Shaw has created a NEW service here that was previously unavailable.  THAT's innovation.  It gives people MORE choices not LESS.  Putting a regulatory stranglehold on businesses like Shaw will only discourage them from creating these new features in the first place if they are going to be forced to let all of their competitors use their infrastructure for free.

    Nobody said that the ISPs were scrounging.  I assume that they are being paid sufficiently to cover their costs AND make a profit, otherwise they would not still be in business.  Shaw is either entering a new business venture here (VoIP) or is at least enhancing an existing service with additional capabilities.  That sounds to me like the consumers are getting more innovation, not less.

      VoIP is a new service? I'm going to assume you're talking about the private network that routes their VoIP traffic. And that's fine. As long as the customers who choose to use competing services have equal access to that network with no economic disincentives.

      And I never said that they need to let their competitors use their infrastructure for free. Why not charge any VoIP system for access to it, including their own? Shaw's VoIP service could be $15/month, plus $10 for the network access, which is optional. Give consumers the choice.

      And I still say the best investment isn't in their own, private VoIP or IPTV or Healthcare VPN networks, but in providing more and faster bandwidth to everyone.
