    Unless I am wrong, U.S. Citizens in a combat zone where there is no status of forces agreement are subject to the Uniform Code of Military Justice, are they not?

    There is no status of forces agreement in Iraq because there is no local government with which to make such an agreement. Once there is, then U.S. Citizens will be under Iraqi law or under the UCMJ, depending on how the SoFA is negotiated.

    Does anyone know the provisions of the contracts regarding their being subject to law or to control by the military? This is not a new situation for either the Department of Defense or the Department of State.
