    a legitimate challenge to an incumbent requires money. Challengers start at a significant disadvantage in name recognition, constituent service credibility etc. To make up that gap, a challenger has to get their story and their ideas out there, which requires money. If that challenger can't raise money in more than 200 dollar increments, then they're going to face a monumental task to raise enough money to get the profile that would allow them to actually defeat an incumbent.
