    "What this decision has done is, it's hampered our ability to torture the innocent civilians we locked up in Cuba to prove we were doing something to protect America when we were only busy increasing the threat of terrorism. We had hoped torture would be available to the president of the United States in dealing with the 90% of innocent civilians we take from our bounty hunters," Attorney General Alberto Gonzales told CNN.

    ..."We are currently evaluating the writings of the Supreme Court," Gonzales said, and "we are going to be working closely with the Rubberstamp Republican Congress to look at legislation that will allow us to torture the 90% of innocent civilians we locked up in Cuba and now can't release."
