    Let's frame it diferently. Democrats are strong on Defense and propose spending double the ammount that Russia, China, Iran, and N. Korea spend on the military.

    That is surely enough to defend against any threat the world could throw at us and it would be a large cut in military spending. Then we should invest part of the savings in deficit reduction and the rest of the money in developing a leading edge sustainable energy infrastructure. This reinvestment helps keep us safe by reducing the impact of global warming, providing domestic economic stimulus and tax revenue in the form of non-outsourcable jobs, and decreases global tensions by reducing our dependance on foreign oil.

    Characterize any spending beyond double the combined spending of potentially threatening nations as military offense spending and an investment choice that cripples our ability to improve security through investing in energy independence.

    We have to stop taking the Republican frame as a starting point and begin creating ways of communicating about the issues that don't start with the assumptions they use to justify their policy adgenda.

    Talking points could be something like.

    Wrong, that is military offense spending.

    That extra offensive military spending cripples our ability to achieve clean energy independence.

    We are lagging the rest of the world in creating the new energy economy. That is the real threat to American security and prosperity over the next 10 to 50 years.
