I was just expanding.  I am not sure spending should be reduced, I think rejiggering is more important. In particular investment in common infrastructure seems to have taken a back seat lately.  Roads, rail, sea ports, airports, etc... that increase propserity have been neglected in favor of expeditures that return little.  Corporate welfare, bridges to nowhere, tax cuts... Things I like to call spending to be spending.

I would be willing to argue that even military infrastructure has been neglected.  I think an argument could be made that military spending over the last few years has been jus tenough to barely keep the Iraq occupation going and the big money pet projects while neglecting the basic infrastructure that makes the military run.   Think body armor, equipment that is left behind in Iraq, the basic under manning of the Iraq mission from the beginning, and probably a bunch of other basic military infrastructure that is falling apart that is not reported.  NPR just mentioned a couple days ago, a bunch of bases that cannot pay their utility bills because of money that was diverted to Iraq.
