    They ruled that the line item veto law as it was written when Clinton was president was unconstitutional. They did not rule that the line item veto as a concept was unconstitutional. If Congress passed a law that passed constitutional muster, it would be ok.

    That Dumbya is effectively exercising the line item veto without such a law is just another example of his utter disregard for the Constitution.
