    that this is nothing short of subversion of the Constitution.

    The system was set up so that if the President does not like a particular piece of legislation, he gets to veto it. Then it goes back, and if Congress can muster enough votes, they can over-ride the veto.

    So by never using veto, and instead issuing signing statement, the President is issuing a de facto veto without going through the process. This makes the virtual veto immune from over-ride.

    It's a deliberate, calculated attempt to bypass the Constitutional process.  Dubya frequently uses the Nuclear Option instead of the Constitutional Option.
