    Censure isn't mentioned in the constitution at all.  There's no constitutional (or other) reason that it couldn't go down that way.

    In any case, Bush will not be removed from office via impeachment, even if the Democrats do amazingly well in the November elections.  Not. Going. To. Happen.  Name 15-17 Republican Senators or so (even if we do amazingly well, more that 50-52 senators is impossible, and you need 67) that would be willing to impech both Bush and Cheney to get us President Pelosi.

    However, a censure, at least in theory, would only require 51 senators.  I can see a few (very few) Republicans voting for such.
