    He's not blaming the Army at all -- he's blaming the administration.  He says Shinseki's estimate to Congress of "several hundred thousand" troops needed for the occupation was a very careful estimate reached only after thoughtful research.  And, of course, Wolfowitz and the administration blew it off and cashiered Shinseki, in part because they had come to see the Army as essentially opposed to the invasion and prone to publicly stating that the invasion had nothing to do with the war on terror -- and this finally resulted in a directive from the JCS that required Army officers to describe Iraq as a part of the war on terror.
        He says the Iraq war plan "was perhaps one of the worst war plans in American history" because it focused almost entirely on the easy part -- reaching Baghdad and toppling the Iraqi government -- rather than the difficult part -- occupying and governing Iraq after the invasion.  It spend "90% of the effort on 10% of the problem," and amounted to a plan for "a coup d'etat in a bananna republic."
