    Isn't Congress part of the "government decision-making process"?  When did that happen?

    You need to translate the statement:
    "deliberative process privilege" = "this was a political decision."  Had it been a scientific decision, there would have been no reason to keep it secret.  Even scientific journals like Nature are considering open source peer review.

      making process carried out in earnest, it would have never been a problem to release it.

      Furthermore, we are the government.  We have a stake and a legitimate right to the information on policies in just about every area of our government.  Transparency is critical to the viability of a democracy.  It is also critical to the betterment of the society and the democracy.

      Pretty soon these people are just going to be putting out edicts and the rest of us are going to be told to buy into them regardless of how insane they are.  The fact that Congress has allowed this "stuff" to go on does not reflect well on their understanding of our constitutional democracy either.  The blame does not fall solely on the Bush Administration on this one at all.
