    I'd say it's an example of speciation.  This is pure speculation here, so I could be wrong.  But I'd say that one species (I'd put money on the European eel) exhibited this spawning behavior but some of the young ended up in N. America each year.  Over time the two species became distinct but the spawning behavior was retained.  Just a guess though, I have nothing to back this up other than intuition.
