    I don't know that he has taken a position on this specific bill, but he seems to support universal access:

    Angelides finds it unconscionable that in the richest state in the wealthiest nation on earth, one out of every five Californians lives without health coverage. Over the last three years, health care premium costs have almost doubled for California employees. Of the uninsured, 80 percent are members of working families. Angelides is supporting efforts to increase access and ultimately provide coverage to all California families.

      Apparently, despite his general stance, Angelides doesn't support this particular bill:

      Democratic gubernatorial candidate Phil Angelides is not supporting the Kuehl bill.

      "He supports moving toward universal health care by first covering all children and then requiring businesses to cover their employees," said Angelides spokesman Nick Pappas.

        Mr Angelides -

        There is only one hope for you to win the election in November: take a stand. The single most important issue up for political decision in this state is that of universal health care, and the best law ever proposed has just been passed by both houses of the legislature. You will have no support from me or anyone who cares about this issue without pledging to sign this bill, and if you pledge to sign it IMMEDIATELY, you will scoop Schwarzenegger and make him squirm. If you fail to do this, it will be an utterly foolish political move, and will lose you your last, best chance to win the election.

        Moreover, it is not just a shrewd political move: it is the right thing to do. How often are you presented with the opportunity to take a dramatic political stand, make the only moral choice, and win votes at the same time? This is that opportunity. Take it, or shrivel back into the obscurity of the spineless Democratic also-rans we're coming to expect in California in recent years.

        Please support SB840 for California's sake - both for itself and for the chance to remove Schwarzenegger from power.

      but from what I've gathered I believe this Bill creates a single payer form of universal health care.
