    Here's my tinfoil take:

    It could be the prelude to rolling out bin Laden in October. Bush has him on ice and now baits the Democrats and gets us all worked up about Osama and how Iraq is a big distraction, etc. Then... *squeak* *squeak* out rolls bin Laden from the freezer and the rubber stampers win control of Congress for another two years. At that point, the Decider asks for his enabling act to be passed.

      I think there is more to the story than meets the eye.  Need to dig deeper.

      There must be a quid pro quo somewhere in the deal: hand over OBL in return for a peace treaty.

      Or a psy-ops, intended to smoke out leads to OBL.

      Otherwise, why would Musharraf put himself out on such a limb, jeopardizing his cozy relation with the US (meaning  mucho $$$ and guns) just to save face on the domestic front?   Admittedly, he’s under pressure from the local jihadists, but surely he remains in near-full control at home.

        by his own intelligence service (ISI), which helped create and has long protected the Taliban.

        This isn't part of Rove's October surprise. It's Osama's September surprise. It's a huge setback and humiliation for the Bush administration, which was caught with its pants down.

        It would be a shame not to exploit this against the Administration simply because we fear the infallible strategic genius of Karl Rove, who must be full master of all events everywhere in the world.

      Actually, I thought the whole signing statement thing was reminiscent of the Enabling Act.
