    Check out pages 17-18 of the pdf. Section 948r© allows the introduction, under certain circumstances, of "statements obtained by alleged coercion not amounting to torture or cruel, inhuman, or degrading treatment." As in: evidence you get by waterboarding someone, since this administration believes that holding a person's head underwater until they think they're drowning doesn't constitute torture.
