    What he did, with aranging to meet the minor is a crime.  The sexual talk on line is a crime.

    No actual touching had to take place.

    This is just like when the DHS offical was dragged to FL (to my county) to face charges stemming from his IM conversations with a girl in the county.  No meeting or touching took place.

    He committed a crime.  And by covering it up, the leadership may have been committing a crime as well.  At the very least, they are morally culpable if not legally culpable.
