    I fully agree that, ideally, voters would be better informed about the actual legislation being debated around election time (and at other times, of course).  Just, realistically, there's about as much chance of getting everyone to read the PATRIOT Act as there is of getting everyone to read War and Peace.  There are problems both of ability/education, and of motivation.

    Besides which, let's leave a lot of the responsibility where it belongs: our supposedly representative government which developed and approved such a piece of legislation and made sure it was difficult for most of us ordinary citizens to apprehend.
