    ... any electric power from any power source during periods when there is excess supply, as long as it is more economic to store the power than to not generate it.

    Both wind power and nuclear fall into that category  ... after all, the wind blows on Lake Erie in the off peak hours as well.

    There are a number of locations around the Great Lakes where there are the 100 foot elevations near the shore, so for the Great Lakes wind resource, there are opportunities to expand pumped storage hydro.

    Of course, a big expansion of pluggable hybrid electric vehicles would bring up off peak demand, so with wind power it may equally be a way to store power during high wind periods and get a smoother baseline.
