  •  open source is not a requirement (0+ / 0-)
    I say this as an open source zealot.  What is required is that the executed ballot is physical (ideally listing only the option of the voter) and that it could possibly be scanned.  The other requirement is random "audit" checks where the ballot box is re-tested on another machine that has been highly audited to see if there are any differences.  Finally, a hand-count if things are very close.

    Open source helps a bit, but shouldn't be a strict requirement.
