      Everyone runs in the primary (Dems, Repub, 3rd parties)

      If one person has +50% the race is over.

      If not, the top 2 vote-getters go to a run-off election where it is like a normal race.

      Thus 2 Dems  could both face each other in the run-off, like this scenario.

      Louisiana has run what's called (I kid you not) a "jungle primary" system, in which everyone runs on one ticket, including multiple members of the same party. The top two face off in a second election, unless someone tops 50%.
      We ran on that system since the early 70's, but Gov Blanco put through a law that ends it for the national races. This was the last election in which it will be used for House and Senate elections. 2008 will have closed primaries again.

      One day, I hope, I will cast a vote for Keith Olbermann.
