    ... however, it is perfectly possible to pay out a part of the Social Divident in proportion to payroll taxes paid.

    The conventional "tax swap" is to swap existing payroll taxes (Social Security, Medicare and unemployment insurance) for a carbon tax, which will show up at the pump, but which has a much wider incidence, so gas prices would still be cheaper in the US than in western Europe.
