    That's a serious question.  Far as I can tell, he alternates between asking decent questions and doing nothing, otherwise.  If you can point me to some decent legislation he's introduced I'd be glad to reassess my opinion of the guy, but for my money he's nothing more than a reliable vote with a penchant for bad personal behavior.

      I would imagine because he is a Committee Chair (Education, Labor) and because he was a terrible Asst Majority Leader years ago when Robert Byrd was Majority Leader.

      You need to do some personal research.  Ted Kennedy is the single most effective Senator in US History.
